Users are never permanently deleted, so DELETE deactivates them instead. Their calls, transcripts and history are kept, their sessions and tokens are revoked, their notifications are turned off and they stop consuming a license.
Reactivate a user with Update a user, setting active to true.
The call is idempotent: deactivating an already inactive user returns 200.
Requires thewrite_userspermission scope on the API key.
