Users are never permanently deleted, so DELETE deactivates them instead. Their calls, transcripts and history are kept, their sessions and tokens are revoked, their notifications are turned off and they stop consuming a license.

Reactivate a user with Update a client user, setting active to true.

The call is idempotent: deactivating an already inactive user returns 200. The last active super admin and the last active paying user of the client company cannot be deactivated (403).
